Balita-dot-ph April 19,2010 12:02 AM PGMA signs Organic Farming LawMANILA, April 18 — President Gloria Macapagal- Arroyo has signed Republic Act No. 10068 or the Organic Farming Law of 2010, which promotes community-based organic agriculture systems.
In a press briefing today, Executive Secretary Leandro Mendoza said the law creates a National Organic Agricultural Board (NOAB), a policy-making body to provide the direction and general guidelines for the implementation of the National Organic Agricultural Program. NOAB shall be attached to the Department of Agriculture (DA), with an initial budget of P50 million. An existing NOAB created prior to Executive Order 481 will continue to function until the new NOAB is constituted. Within six working days, national organizations of small farmers, non-governmental organizations (NGOs), and agricultural colleges and universities must submit their respective nominees to the Secretary of Agriculture and the Science and Technology Secretary who shall evaluate their qualifications and appoint the most qualified to the NOAB. Comprising the new NOAB are the Secretaries of Agriculture, Interior and Local Government, Science and Technology, Environment and Natural Resources, Education, Agrarian Reform, Trade and Industry, Health, and three representatives from small farmers and a representative each from the NGO involved in sustainable agriculture, agricultural colleges and universities and private sector or agribusiness firms, as members. Under the new law, DA’s Bureau of Agriculture and Fisheries Product Standards [BAFPS] will be strengthened and empowered in terms of establishing functional divisions and incremental staffing to serve as the national technical and administrative secretariat of the NOAB with the member agencies providing additional staff support as the need arises. The BAFPS is designated and authorized to set up an official accreditation certifying body or entity and to formulate the necessary rules and procedures in the accreditation of organic certifying body, provided there is at least one certifying body each in Luzon, Visayas, and Mindanao. The local chief executives are tasked with establishing, as far as practicable, one trading post for organic inputs for every local government units (LGU) in their area of jurisdiction. The law, signed last April 6, also mandates the government to extend incentives for the production and propagation of organic farm inputs by maximizing their use in all government and government-supported agricultural production, research, and demonstration programs.
